Switching From Visitor to Dependent of Prospective Student

Is it true that you can use the FLR(O) form to switch from a visitor to a dependent of a prospective student from inside the U.K.? The prospective student is applying from home country.

AIUI, visitors cannot change to another immigration category from within UK.
