Entry Clearance

hi,
my friend got Entry Clearance as she married to UK citizen husband, her question is can she enter UK without her husband physical appearance as he is in job contract? she did Knowledge of UK life test. she has been told that after 6-April-2010 rules got changed and she are allowed, can u plz confirm?
