Because if it is then clear that EU Treaty Rights are indeed being exercised, there is no reason for the Residence Card to be rejected.

Got it. John one last thing, until my wife finally gets the Resident Card, could we encounter problems when we claim for certain benefits (like child benefits) because of she not having valid Resident Card ?

No. Possession or absence of a Residence Card has no bearing on the right of residence.
