IELTS bands to Language Score Conversion

Hi,

I would like to know how the bands are converted into language points? I heard that 7 and above band in any of the 4 IELTS sections will count as 4 points and bands between 5 and 7 will be awarded 2 points.

Can anyone please confirm? any official site reference will be very helpful.
