Procedure to bring work permit dependent

Hi , currently i am on tier2 general visa since a year.
I am getting married in nov. in india
Can someone please guide me what procedure do i have to follow to bring my wife over here?
Can i apply for her dependent visa here in uk, or do we have to apply in india.?
Do I have to get her a new passport with the new surname or the marriage certificate will be fine?
I will be very thankful if someone can please guide me in detail
