HSMP scheme has been replaced with Tier-1 now. The student dependant can apply for Tier-1 and for that matter anyone. Can you clarify what exactly your query is?

Just to add, dependants will have to leave the country and apply from their home country

If ur visa states "Tier 4 dependant / Partner" then u can switch to Tier 1 within UK however, if ur visa states "Student Dependant" then u have to apply from ur home country for entry clearance.

My friend's visa states " Student Dependant" therefore he called home office as was advised to apply from his home country for entry clearance and was successful.
