Coming for a visit while visa is pending?

If my husband is in the process of applying for a settlement visa is it possible for him to come over for a visit/holiday to see me while his visa is pending?

No they will have his passport. He can't travel without it.

Why would he want to come here for a short period only to return back home to come again for good.

I think this is an unwise move. Stick to the settlement only for the time being
