Tier 4 (General) application refused under section 320 (7A).

My Tier 4 (General) application is refused due to following grounds, these are written on my refusal letter, please read and advise me to what to do in a situation like this. It's extremely difficult case, but I hope some expert person in this forum will guide me.

VISA LETTER (POINT CLAIMED: 30 Points Awarded: 0 ):

ECO comment:
You have claimed 30 points for a valid CAS from the XXXXXXXXX college; however as a result of document verification checks, this document has been verified as non genuine. you have therefore failed to submit a valid CAS with your application. I am therefore not satisfied that you have a valid CAS and you have not been awarded any points for the CAS. You therefore do not meet the requirements to be granted entry clearance unider Tier 4(General) Student and I refuse your application under paragraph 245ZV(b) of the Immigration Rules.

Maintenance (Points Claimed 10: Points Awarded: 0 )

ECO comments:
You have claimed 10 points for maintainance. However, in support of your application you have submitted a bank statement of the xxx bank. As a result of document verification checks carried out by this office, the bank statement has been verified as non genuine. I am therefor e unable to assess you personal finances for maintenance. I am therefore not satisfied that you have achieved 10 points under paragraphs 10 to 13 of Appendix C and meet the requirement to be granted. your application is refused according with paragraph 245ZV(c) of the Immigration Rules.

However my both documents(CAS and Bank Statement) were genuine

NOW THE QUESTION IS:
because my both documents were genuine, i have proof also but how to show to them because they have not given me a right to FULL APPEAL. ITS TOTALLY UNJUSTICE

They have given me a right for administrative review, They have also sent me Administrative review forms
