over speeding is criminal offence for Tier 1 application

I got 3 points on my driving licence and 60 £ fine. However I want to clarify either I need to mention in my application or not?

its good to mention that you were fined for overspeeding as that will keep the application straight n honest. However just underplay it while writing it in your application as it is not a criminal offence..good luck!!

It is not a criminal offence but as mentioned above better to mention it. I have mentioned about my speeding points in my application and got my extension without any problem.
