UKBA payment option

I have a question for which I need your views.

When paying Tier 1 General fee by bank draft, who should be draft payable to?

Is it UKBA, Home Office or UKBA Home Office, Work Permits?

I consulted the Tier 1 Guidance notes, there is some information about postal orders and cheques but not about bank draft payee description.

I ASSUME THAT YOU ARE IN INDIA

I could tell what it is... But i want you to go thru this carefully and fully for all options including "service charge free option".
