when i can apply for eea3,eea4

hi everybody,my wife came to london in jully 2005 but she didnt find job till november2005,and she still working in the same company since that date,
when she can apply for PR?
bear in mind she can use the first 3 months before she start work according to eea regulation she is resident that periode even she didn't exercice her treaty right,in this case she can apply on august,
and also because the HO take more than 6 months for considere your application,beside there no law prevent you from apply before you have exerced treaty right for 5 years,
can she apply for PR one or two months before she is eligible to do so?
