The 80 point rule was declared in June 28th or 30th, but unless the attributes distribution isnt published you wont knw.

I guess 5 points will add to the earning section.
Sorry but I dont understand what do you mean by "5 points will be added to the earnings section". You seem to be suggesting that there will be sectional cut-off? If so please provide the source of your information.
Theres no src of information with me. But the 5 extra points that need to be earned will be in the earning section IMO. It cant be in Age, nor educational qualifications.

However I may be wrong. Wait and watch tomorrow.
But there hasnt been a section requirement for points. You can meet the requirement from whichever combination you want. They seem to be raising the overall points that you require in order to qualify (to 80). Please have a think about what you are suggesting, or is it me who is being thick here.

Ok This is what it is:

Qualifying MBA gives you 80 points ( Earlier 75)
and Earnings 150,000 pounds and above give you 80 points ( Earlier 75)

Points for Age remain the same.

It now seems that UKBA has just increased the minimum points required for getting the Tier 1 visa from today for initial applicants from 95 to 100 while keeping the scale under the categories the same(viz., age, qualification, earnings, English language requirement, maintenance etc.).

Sadly, many of us wont be eligible for Tier 1 visa now.

You can check the eligibility on PBS calculator which has been updated for the new rules.

First of all, I don't think the limit applies to Tier 2 in-country extension applicants.

Regarding Tier 1: one reason why it may be difficult to cap extensions is the sheer number of people competing for the visas. In 2012, for example, the new applicants will be applying together with those who got their visas in BOTH 2009 and 2010 (because of a switch to 2 year validity). Assuming a current cap applies to all applicants (new and extension), that would be about 3 people per 1 visa (at least).

For example, how do they take care of the different earnings and educational requirements across periods? How do they deal with the fact that some extension applicants got their original visas closer to the end of the year, meaning that all the capped visas would be gone by then?

I am not saying that the Government will not cap extensions. However, if they decide to go ahead with this, that would be a logistical nightmare, with huge human rights implications.

*UPDATE* MAC consultation document also mentioned putting dependents of Tier 1 migrants under the cap, so the reality can be even worse.

How do they deal with the fact that some extension applicant

Valid Point.
However, the UKBA is looking at releasing visa's in a staggered phase, each month. So it will not strictly be in FIFO basis.
i.e All the visa quota will not get exhausted at the begininning of the year.

However, they also plan to roll over the unsuccesful applicants to the next pool, which will effectively reduce the quota for the new/extension applicant. So effectively, an applicant who has to renew his visa later in the year (given that you can renew only within two months of the expiry date) stands at a disadvantage.

Definitely, this mechanism is un workable. I am hoping they see these practical points.
Again - I know someone was keen to send a note to the relevant bodies. Please can this point be mentioned.

Lets hope so. MAC recommendations usually tend be accepted as it is. The situation this time is a bit different due to change in the Government.

The annual cap is expected to be unveiled later this month and the Migration Advisory Committee will publish its recommendations this week.

Yes. I think there will be speed breakers on the road ahaead.

''The MAC also advised that the Government should raise the threshold for earnings and qualifications. They even suggested that migrants may need to be stripped of their right to settle in the UK in future if immigration numbers are to be reduced''
