UKBA POLICY : NEED CLARIFICATION

to whom it may concern
i am writing this enquiry regarding the UK border agency policy which states
UKBA will not accept statements which show the balance in the account on a particular day as these documents do not show that the applicant holds enough funds for the full period needed ( means 28 days + or save mode is 30 days )

i want to clarify what particular day are they exactly talking about? provided my situation i issued for my statement frm 21st june to 21st july and applied on 23rd july. the issue date and closing balance date are the same. so please can you clarify for me whether my statement will be accepted? and which particular day are the referring to the one on which i issued my statement or the one i applied for my visa? i will be really grateful if you could just clear this policy for me. thanks PLEASE HELP
