Tier 1 visa - UK experience

Was wondering if anyone can answer this question for me. The policy guidance states that to qualify for the 5 points for UK experience (educational qualification) the applicant needs to have acquired this in the 5 years immediately prior to the application. Is the 5-year clause strictly enforced?
