Lack of Information pls help

I have some visa problem and didn't know where to get some good advice and then rem you . You are always best giving information and advice.

Anyway, I applied for the university in UK and i got the offer by tomorrow i will receive the CAS Statement so therefore it means 30 PBS points are secured for me.

However the problem is the other 10 PBS points from showing the funds in the bank account here i need your help. Due to lack of information i have before i assume even funds in my brothers account won't matter but it turn out to be it does matter. So on 3rd September i transferred all the money from my brothers account to my dads account. [A Tier 4 (General) student must show that he/she has held the required money for a consecutive 28 day period (finishing on the date of the closing balance) ending no more than 1 month before his/her application.]

But money is not the problem; problem is the timing. University told me 11 October is the latest arrival date and after that i will not be allowed to go there. As i stated before that on 3rd September i transferred the money so on 30 September it will be exactly 28 consecutive days.

So do you think i can apply the visa on 30 September? Because October 1,2,3 are the holidays and it will be closed and after that i will have one week and i believe i cant get the visa in a week time right?

How do i get a Personal bank statement (Do i need to inform bank in advance?)

One more question, I will not be applying for accommodation in UK because my brother lives there but i didnt find any information if i have to provide any proof for it?
