evidence given back at refusal

Hello,
My husband was refused his settlement visa in April 2010. when he was called into the embassy in albania to collect his refusal notice he was also given back stuff from our evidence folder, such as 200+ photos, plane tickets, payslips, birthday and wedding cards, wedding invites, phone cards.
Is this normal? we have now logged an appeal and are waiting to first see if the eco will overturn the decision before logging date for court. I am a bit baffled as to why these things were given back as i heard if our case is not overturned and goes to court then our folder is sent back to the uk for the judge to look at. If that is so then the judge will not see these items or be aware that they were in our folder when we first applied.
has this happened to anyone else?

I'm not very knowledgable on the step by step of appeals and such but the 200+ photos and other things you mentioned that were given back seemed like such over kill. Not to mention they do not ask for these things in the application. What was it refused for anyways?

We were advised to send in anything to prove a geniune relationship and how we maintained contact whilst apart, hence the phone cards, flight reciepts etc. The payslips were a must to prove my employment and income to prove i could support my husband.
im sure your right the amount of stuff we sent in was overkill but we felt better to add everything we had then to not put in enough.
we were refused on 320 (11) and the eco stated to be unsure that that our marriage is genuine.
