How long for OCI cards these days?

Hi,

I want to know how long it is taking currently to receive OCI cards?I have read the standard answer of 8-12 weeks wait for OCI but want to find out from members here about how long it actually took them to receive theirs.

We are planning to travel around June 15 and want to know if we should apply for OCI or go with PIO cards?

Also:

1. Is the OCI card a card + stamp in passport?
2. Can the stamping be done in person instead of post?

I am giving the time line for one of my friends.
He applied for OCI on 24/02/06.
OCI was granted some way around 09/03/06.
Received the letter from HCI to collect OCI card 29/03/06.
He collected it some day last week.

And I am still waiting to hear about my OCI card (applied 6/2/06, Granted 21/2/06).
