Maintenance funds statement date.

If someone is applying on 29th of October 2010 for Tier 1, can he/she use bank statement issued 13th October 2010 (three months) to satisfy the maintenance requirement?

The Policy Guidance says

215. Only the following specified documents will be accepted as evidence of this requirement:
i) Personal bank or building society statements covering a consecutive 90 day period: The most recent statement must be dated no more than one calendar month before the date of application.

So, if you are applying on 29th October 2010 and the most recent statement is taken on 13th October 2010, there should be no problem. Make sure the statement is covering the complete 90 days period.
