Dependent ILR

My dependent and I will have 10 years in December; we have never travelled out of UK since. He is no longer a minor but HOffice has been renewing his stay with mine since he was 12. I was refused ILR when I applied prematurely and has asked for a review which is pending since June 2005 as I have no home to go back to. My dependent wants to travel to visit a friend; seeing that he is only the dependent will they allow him back in if the review is still pending? I am staying put till my time is up. :? He works part time and I still support him as he lives with me.
