mother's settlement visa

hi everyone,
im new to this forum. my mum is in her late 40's and a widow. she cannot speak english and dependent on me and my brother who are both british nationals( obtained by naturalisation) working in uk. my mum doesnot work and got no one else to support her in her country (mauritius).
can i apply a settlement visa for my mum, if so what is the procedure and the documentation.

It's very difficult indeed if your mother is under 65.

The rules say that:

parent or grandparent under the age of 65 if living alone outside the United Kingdom in the most exceptional compassionate circumstances and mainly dependent financially on relatives settled in the United Kingdom; or
