How to get Wrong Endorsement by UK High commission sorted?

hello there
My friend in Pakistan has got Tier 4 Visa for masters degree course, but on visa it says 10 hours per week.
how can it be corrected without paying anymore to Uk high commission?

or should he arrive in UK and get it rectified? Will he still have to pay fees?
though it was UK visa office mistake?
