Impact of December limit being reached?

Hi,

New to this arena, so please bear with my basic queries.

1 - Does it mean that no fresh applications will be accepted until the first working day of 2011?

2 - Would it be prudent to wait to the end of December to pay the visa fees, in case it's hiked further in the interim?

3 - Seemingly hypothetical query - I'd read that in the week of November 29th, applications submitted in mid October were being reviewed. What if the backlog increases to the extent that reviews spill over into the new regime (in / after April 2011)...any thoughts?
