Tier2 to Tier1 from outside UK

Hi,

As per the 7th Dec news from UKBA website

"The limit does not affect applications from dependents or applications to switch into Tier 1 (General) from a different immigration category, or applications to extend to existing Tier 1 (General) visas.
"

Does that means if someone has already Tier2 and not yet Travelled to UK , Can apply for Tier1 without any Intrim Limit Ristriction?
