Switch T2 dependant to T4 general(help)

I am aready in uk under T2 dependant. and I am studying for my PhD degree. It is my second year. I have been registed PhD student.
I want to switch my Visa to T4.
:( :(
Can I apply it inside UK?
Another question. English language. I dont have language performance at this moment, Because the University has accessed my language ability to continue on their existing course based on their academic progress, which is shown on my CAS.

So do I need the English language performance?
