Not for me, form another unrelated board...

Basically is it possible to apply for a get a fiancee visa for a visa national (russian) here on a visitors visa WITHOUT leaving the UK and applying back home?

I think not but I can't find the specific IND clause to quote!

And also it possible to get a CoA on a visitors visa?

Again I think not cos visitors visa is not over six months duration.

You cannot switch from a visitors visa to a spouse or fiancee visa, the person has to go home and apply from there home country.
