If qualification is on the points-based calculator and it awards you with points, you can claim the points. This guy only checked back in October: "last i chkd was in early october and HO was giving points on PGDBA"
And this thread says that the HO has changed the rules for those who applying with PGDBA after 15 October

The statement quoted in this post was removed from UKBA's website, probably because it was incorrect or inaccurate.
I am applying for my visa and just wondering whether to submit the letter of equivalency from NARIC, I don’t want to take chances that will gonna be my first and last chance, so no chances of mistake
