Tier1 Dependent Refused, One question Please help

My friend wife visa refused as Tier1 Dep due to in-sufficient funds. He is now filing the appeal. He has two questions.

Under ECO Decision

1. Post Refernece Number, what is this I can't find it any where?
2. Date you recieve your Notice, is this when his wife recieved text from UKVISAS or is this when the ECO decision letter is dated?

I would appreciate if some one can please provide guidance.

There is slight concern here, may be it is me.

ECO decision letter is dated 14-Dec, but my fried wife recieve the text on 5-Jan-2011 that to collect the passport, so which date should we put in there?
14-Dec or 5-Jan?
