At paragraph 75 of Appendix A to the Immigration Rules (Attributes for Tier 1 (General) Migrants)) it is stated that points will be awarded for a qualification if, inter alia, the qualification is deemed by the UKBA in published guidance to meet the required standard

The Tier 1 (General) Policy Guidance (the published guidance) further states at paragraph 85 that applicants can and should check the level of their qualification by using the Points-Based System (PBS) calculator on the UKBA website. The Policy Guidance also confirms at paragraph 83 that the UKBA assesses the qualification by referring to the PBS calculator on its website and that the calculator contains information from UK NARIC.

The Tier 1 (General) application form has also been designed with the above provisions in mind. At J2 I was asked to state how I had verified my qualification and whether the qualification could be found on the PBS calculator.

I do agree with Zahid. Let's do research and find some more reasons why UKBA should not refuse Tier 1 (General) application based on PGD. Let's help for those who are doing appeal on refusal.

Reasons:
(1) Paragraph 75 of Appendix A to the Immigration Rules (Attributes for Tier 1 (General) Migrants))
(2) Paragraph 85 in Tier 1 (General) Policy Guidance
(3) Tier 1 (General) application form at J2
(4) ...........

I was refused for pg diploma aswell. recently UKBA replyed by email about changes made:
Thank you for email and questions you have raised in relation to the Points Based Calculator which has been passed to me to respond.

I can confirm that the Points Based Calculator was updated on 1 November 2010. One of these updates was to amend the points awarded for Post Graduate Diplomas as these should have been awarded 0 points rather than the 30 points incorrectly displayed on the calculator.

Prior to this, on 15 October, the UK Border Agency published a notice on the website informing potential applicants that with immediate effect, a letter of equivalency from NARIC should be provided if they were relying on a Post Graduate Diploma as part of their application. Failure to do so could result in a delay in the consideration of their application, and possibly a refusal.

I should point out that the web page containing the points calculator has a disclaimer stating that the points awarded on it cannot be used as a guarantee of a successful application as it is subject to change. The disclaimer states: The results produced by using this tool show your possible points score should you wish to apply, and do not guarantee a successful application. We will make a decision once we have received your full application and supporting evidence."
