SOS Urgent for Admin review for Tier 1

Dear friends,
My husband has applied from outside UK & they have refused his visa.

They forgot to multiply his salaries as he earns outside UK.

He had applied from Algeria, North Africa. He wants to request for Admin Review. Please advise the address where to send his Admin Review request notice as we have just 15 days to send it by courier.

We are leaving Algeria for good in 7 days. Can we do the request & other formalitites form India ?
