Queries regarding Tier 1 Dependant Application - Urgent

I have the following queries in regards to Tier 1 dependant application.

1. My husband the main applicant is in Tier 2 currently and now switching to Tier 1. Can me and my kids continue to stay in UK Tier 2 dependant status for sometime and can switch to Tier 1 later?

2. Can NSC bonds and RD from India can be used as evidence of funds?
