dependent visa refusal

Hi All,

My brother is having Tier-1 visa and recently we applied for dependent visa for his family. But it got refused because the bank statement from ICICI bank were not having sign and signature on it though the statement were on the official letter head. So now we are going to appeal for it with the proper statement. I have a couple of queries in this regards:

(1) Can my brother directly submits or send the documents in UK itself rather then sending here locally in india UK embassy or sending from here to UK.

(2) Also is it helpful to opt for oral hearing rather then paper hearing of the appeal. As my brother is in UK so he can join it.
