Can i send Transcript or it has to be a degree?

Hi, i want to apply for tier 1 general and i am switching from PSW to HSW.
My problem is i am waiting for my degree certificate from pakistan. the
degree was done in 2005 but i dint apply for my degree certificate on that
time and now when i came to know that i need degree certificate to score
points i have asked my university to provide me degree certificate and they said it can take sometime. However, i have my detailed mark sheet
(transcript) with me and University said that if you need we can give you a
letter from our side that degree is pending or about to be sent. So can i
just send my transcript as a proof of my qualification or it has to be a
degree certificate?
