ILR question - Work Permit Start Date Question plz help

Hi

I came into this country on student visa and then moved to SEGS (Science and Engineering Graduate Scheme). I got professional job with the company whilst on SEGS and started working in Nov 2006. My SEGS visa was due to expire in June 2007. Therefore, same company got my work permit in March 2007 for same job. I continue working at same company when my work permit application and passport for visa stamping (after work permit was issued successfully).


My Work permit was issued in 20th March 2007 whereas visa was stamped on 20th April 2007.
My question is when I am eligible for ILR. 28 days before work permit was stamped or 28 days before visa was stamped.

I was working legally during my work permit and visa stamping application because SEGS visa allowed me to work without restrictions.

5-year qualifying period started when you were granted further leave to remain as a work permit holder.

Thanks Vinny. That's much appreciated.

Also, I have got another question. I had got speeding ticket in 2004 when driving on international driving license. Because I had international driving license, I did not have option to pay by post and had to appear in court. Court added 3 points to my provisional license and fined me £60 ( same as when you pay without going to court). However, When I sent my full license for address change in 2009, DVLA cleared off points from license and it is clean at the moment. That shouldn't be counted as Criminal offense now? Does it mean that this is spent conviction? Do I need to mention this anyway in my ILR application.

My case is pretty old and should be not making damage to my ILR application? but I believe that is not fair if anybody need to go to court just because there is no option to pay fine by post as according to HO, any case dealt in court can affect ILR application.
