ILR Ability to support oneself.....

Does anyone know the ''Definition'' of Being able to support oneself... For ILR. One of the main requirements says a person must be able to prove they can support themselves and no public funds........ What if the english husband is over 60 and has limited pensions and a small amount of public funds to assist him.... and the filipino wife has his child born in the UK so she not working at present, because she is a mum.... what happens in this situation regards that question???? ANY HELP PLEASE??? Would she be liable to have her ILR refused???????
