Can I apply for ILR

Can I apply for ILR

I came to Uk July 2002 on student visa and remained as student till July 2008, from july 2007 to July 2010 remained on PWS and now I have 2 years Tier1 visa expiring October 2012.

I have 2 children was born in the Uk , is there any law exist under that I can apply for ILR this July that would be exactly 9 years in total for me instead of waiting 10 years.

Please advice.
