Advice on dependent visa

My mother is 64 years old and a widow and lives in India. I am settled in Uk and have got a British passport. My sister is also on HSMP visa here. We do not have any other close relatives in India. My mother has a flat in her and my joint name in India in which she lives. Myself and my sister support her for her finances. Her health is deteriorating lately and her neighbours have to take her to the doctor sometimes.
Except for child benefit I do not claim any other benefits. Can I sponsor her and will she be able to get a dependent visa to settle in UK.

Can older dependent visa be applied while in UK

Thanks for the information. Another question is my mother is coming to the UK on tourist visa in July. Can she apply for the dependent visa while she is in the UK.
