HSMP dependent in country - principal applicant outside

Dear all,
From all the information available on EC processing, ive gathered that in case of an out-of-country application, the hsmp holder & the dependents have to apply to the nearest consulate.

If the dependent is currently in-country, can the dependent EC be processed in-country after the HSMP holder's EC is processed out-of-country ?

It sounds a bit optimistic but does anyone have any info on such a case. The dependent currently holds a student visa valid till Jan 2005.
