Had you been living in any country in the EU but outside Ireland you would have European rights, which would be more favourable and I could quote them for you.
Since you are Irish, your wife will be treated by Irish (national) rules, and I have no idea what they are.
If you want to move to any other EU-country than Ireland you can easily do it, since your wife would be treated according to EU rules there. Would you consider, for example, the UK, Malta or Cyprus as English-speaking EU-countries, or maybe Spain which might be appealing for your wife? If you want to know about the EU-route, just ask.
BTW - The low turnout of replies is probably due to the generic topic "urgent". Please do change it, as per my previous suggestion. You´re really losing out on replies there! Bad luck for you - not for anyone else...
