Dependent relative Settlement

Hi I would ask about a dependent Relative settlement one of my close friend got indefinate Leave to Remain recently he wants to bring his youngest brother here who is 27 years old.His mother died in 2005 and he got % brothers and 2 sister.in which 3 brothers and 2 sisters are already married and all of them have their own life.The youngest brother & father both depend upon my friend he regularly send them money every month without any gaps.Recently his father disqualified his youngest brother from his property(normally one house where he was living) and now his youngest brother is living in a separate rented accommodation alone.All his other brothers they don't support their father and younger brother so my friend he is supporting them from last 3 years.
can he bring his younger brother here on dependent relative settlement?
