English levels required for UK university +

HI Can anyone tell me the minimum level of English required to get a place at a UK university? Also, is this going to change with the new laws? I've been trying to read up on the net, but it all seems unclear.

Have been having another look at this, and it looks like the level required is B2. Does anyone know if a university can advocate for a student on a lower level than this? or is it fixed?

Whatever level is specified in immigration rules is "fixed".
