If you had PR when baby was born in the UK, then baby is British and may apply for a British passport. If you haven't got confirmation of PR covering the time of baby's birth, then it may be simplest for baby to initially apply for confirmation of British citizenship.

without confirmation of PR ge can still aplly for passport.
my friend does it, all what he does was send them covering letter, explaining how he become settled person and all the document, basically needed to support eea3 app, them they ask him if he claim any benefits in the 5 years period, he did`t and as a proof he showed them hi bank statements for 5 years.
