Is this a valid test for english language?

Is this a valid test for english language?

Hi,

My question is regarding the english language test. Its for my fiance in India. He lived in the UK previously and got a certificate for ESOL entry level 2 in 2009. From the information on the border agency website it looks as though this is one of the approved tests. This is what it says:

Test: ESOL Skills for Life (Entry 2)
Awarded by: Edexcel
Level: A2
Grade required: Pass

The problem is, my fiances ESOL certificate was not award by Edexcel. It was awarded by National Open College Network Wales.

Will they accept this?
Do you know who I can contact at the Border Agency for advice?

Any of the accepted qualifications on the list need to have been awarded by one of the providers on the UKBA list.
