Qualifying period for ILR

Hello Experts,

Is the qualifying period (of 5 years) for ILR counted from the day you enter the UK for the first time OR is it counted from the date of your visa getting stamped...

If it's getting counted from the day of first entry there would be many people in a situation just like me where they enter UK after about 2-3 months from their Visa Stamping Date... So, in that case does the Home Office got any work around at all ?

I just read the link and the various discussions going on and would like to know whether this is applicable for only WP or is it applicable for Tier 1 as well ?
