According to the BBC website
The fee for a new adult 10-year passport is to increase by 29% from October, from £51 to £66.

The Home Office said the new passport - dubbed the ePassport - would be the "most secure ever produced by the UK".

The "biometric" passport contains a chip storing a scan of their photograph and other personal details.....

And a perfectly acceptible increase too in my opinion, seeing as you only need one every ten years.

The linked ID card idea seems to be dead in the water, thank goodness. That would have pushed up the cost dramatcally.

This idea isn't exactly dead in the water. There are delays ... insert your favorite description if you wish ... but, it's happening. From what we are able to determine, this project is going forward.

A LOT of resources are committed. Citizens and foreign-born will want to keep up as the details change and are revealed.
