Question regarding new policy on dependent

Hey guys, please help me.

In new policy it states

For a student to sponsor a dependant, the student will have to be on a post graduate course (NQF 7 and above) at a university which is of more than 12 months’ duration, or a Government Sponsored student.

My questions are

1) Has this come into effect?

2) My wife is an undergraduate Tier 4 doing degree and government sponsored. Can I apply as a dependent from home country?

1) Not yet - it is due to come into effect in July this year

2) At the moment yes - after the change - probably as your wife is government sponsored - although the exact wording of the new rules is as yet unknown
