Dependant visa time duration on ILR (10 years)

Hey everyone,
I needed some advice on this useful forum for my case.
My husband has just gotten an ILR (10 years) in 2011.I wanted to apply as his dependant to go to UK from Pakistan. I have read the VAF4a form thoroughly and it demands lotsss of explainations.

1. Can sumone please tell me how do i start the process? Fill in the form and gather the required documents and submit it to Gerry's?

2.Can anyone share their experience of how long it took to get this visa from Pakistan on the same visa type?Knowing the time duration is very important.
