British citizen absence requirement and the new rule?

Could someone help me?
Does anyone know when will the new rules be announced for applying British citizen?
and
What is the current requirement for the absence in the UK for applying British citizen? is it 90 days max in a year?

The govt. has decided not to implement the changes.
