When can I apply for ILR?

hi

I came to Uk on 12th feb 2006 with workpermit.
I went to singapore due to office work in same company on 10th May 2006 and returned to UK on 17th Nov 2006.
From 17th Nov 2006 onwards I don't have any breaks thou.
I moved from WP to tier 1 during Aug 2008.
1) Am I eligible to apply for ILR now in Jul 2011?
I think I have completed the period of 5 months which I was away from UK by now.

2) Am I need to wait till Nov 2011 from which is 5 years from my 2nd entry into this country.
3) I have my Tier 1 visa extn due by Aug 2011. thats why I am confused whether to apply for ILR or Tier 1 visa extn.

Please guide me thru
