tier 4 dependants after 4 July

if a student is already in UK as tier 4. can he apply visa for his dependants after 4 july. as he is not in any university. will UKBA consider his dependants application according to the rules of main students visa?

How long is the course?
Do the dependents already have leave as the students dependents?
