The changes come into effect from 04-July, not 21-July.

1. When were you granted your current Tier 4 (General) leave? If you applied for this leave from outside UK, when did you enter UK?
2. Is the course you are currently studying a post-graduate level course?
3. What is the duration of the course?
4. Is your Tier 4 sponsor a recognised body?
Life isn't fair, but you can be!

in addition to Sushdmehta's questions

5. do you already have leave for the post-graduate course in question?
6. If no, in relation to the course you have your current leave for - when did that course finish and was it over 6 months long?
7. Are your dependents currently in the UK or outside the UK?
7.

unless you are a government sponsored student then the answer is no you cannot sponsor your wife.

I have another question:

what about the dependents who are already in UK as a dependent of for example an English course? Can they extend if the main applicant for example extends his english course in the UK?
